The Dickinson City Commission voted May 20 to approve midyear cost-of-living adjustments affecting multiple pay scales, with larger increases targeted to departments facing staffing shortages.
City Administrator Kevin Dossinger told commissioners the midyear COLA, proposed at a work session May 6, would take effect on the July 11 payroll. The proposal focuses on retention and recruitment in the police and public works departments. The recommended adjustments were: a 1% increase for the exempt staff general scale; 1% for the fire pay scale; 2% for part‑time firefighters (who did not receive a step increase earlier in 2025); 2% for the police scale with exempt staff; 2% for public works with exempt staff; and a 1% increase for the general hourly scale (excluding public works).
Commissioners asked whether the COLA needed to be adopted by resolution; City Attorney Wanko said a motion was sufficient. Commissioner Baer moved to approve the increases; the motion passed unanimously.
Dossinger said the adjustments were intended to address recruitment and retention pressures in public safety and field services and would be incorporated into payroll beginning in July.
