Dickinson commission approves steps to make motor vehicle office a city-run department

The Dickinson City Commission on May 20 authorized staff to begin the process of absorbing the motor vehicle department into city government, including drafting job descriptions, hiring staff and finalizing a memorandum of understanding with the state.
City Administrator Kevin Dossinger told the commission the motor vehicle office at the T-Rex Mall is presently run by a private contractor and that the driver's license division is separately operated by state employees. The transfer proposal covers only the motor vehicle functions run by the contractor.
Dossinger presented a draft budget modeled on three years of profit-and-loss reports and proposed staffing of five positions: four at grade 12 and one at grade 15. He said the estimated operating result for the remainder of 2025 would be about $48,000 in revenue over expenses and the 2026 forecast shows about $118,000 revenue over expenses. The draft excluded anticipated kiosk and ATM fees.
After questions about scope, the commission voted to begin the transition process, including approval of job descriptions, hiring and finalizing an MOU with the state and further discussions with the current contractor. Commissioner Frederick moved to proceed; the motion passed unanimously.
Staff said the project budget and supporting documents would be circulated to commissioners and that the transfer requires further administrative steps and coordination with the state and the incumbent contractor.
