The approval clears the way for developers to start preparing responses. Committee chair Charley Johnson said the committee intends to give proposers 30 days to submit questions and set a schedule that would have questions due by July 11 and phase 1 proposals due Aug. 7. Johnson said the committee plans a July 18 meeting to review incoming questions with Jim Gilmore and prepare formal responses.
How questions will be handled was discussed in detail. Mike Redinger, City of Fargo staff, said technical or incentives questions would be answered at a staff level and that identical answers would be provided to all proposers: "we'll give that identical information." Susan Thompson noted the city's Bonfire procurement system already uploads subsequent responses so everyone can access them.
Committee members discussed the timeline and the cost of delaying changes. Johnson told the group that making changes to the RFP now would push the schedule back by about two weeks. He also said commissioners who sit on the committee will be at the City Commission meeting and that any committee members who wish to attend are welcome.
Joe Raso moved to approve "the RFP that's already been submitted as part of the City Commission's packet for Monday's meeting." Denise Kolpak seconded the motion. The committee approved the motion by voice vote; the transcript records the vote as a voice vote and does not record individual tallies.
Next steps spelled out by committee members include presenting the RFP on the City Commission agenda (posted on fargond.gov), publishing an FAQ or community document with questions and answers, and posting the RFP once the commission approves it. The committee scheduled its next meeting for July 18 to review submitted questions and continue oversight of the procurement timeline.
