Plano Council adopts 2024 International Building and Residential Codes with local amendments

Plano City Council on Monday unanimously approved ordinances repealing two existing 2022 code ordinances and adopting the 2024 editions of the International Building Code (IBC) and the International Residential Code (IRC) with local additions, deletions and amendments.
Celso Monta, the city’s chief building official, told the council the adoption complies with state requirements under House Bill 738 and that the city accepted recommendations from the North Central Texas Council of Governments, the Dallas Builders Association and the Building Standards Commission. Monta said the Building Standards Commission held required hearings on the codes.
Tiny‑house appendix and other changes: For the residential code, Monta highlighted adoption of an appendix addressing tiny houses (homes less than 400 square feet) to provide regulatory guidance should local zoning rules or future state legislation allow such units. Council member Rick asked whether emerging construction methods such as 3‑D‑printed homes were contemplated; Monta said the codes include or reference technical appendices that can cover newer construction methods.
Public comment: Architect Corey Reinicker spoke in support of the updated codes and the staff process, calling the package “a very good set of codes” and saying the tiny‑house appendix provides useful regulatory direction for future accessory dwelling unit discussions.
Votes and next steps: A motion to approve each ordinance passed 8–0. With the votes, the city repealed City of Plano Ordinance No. 2022‑1‑10 (building code) and No. 2022‑1‑17 (residential code) and adopted the 2024 IBC and IRC with local amendments.
