Committee approves $428,000 design agreement for 70th Avenue North road improvements to support industrial development

Public Works staff said the roughly one‑mile East‑West stretch on the north end of town is being designed to support potential industrial development including interest from Epitome Energy. City staff reported receipt of $3.2 million from the U.S. Economic Development Administration for the project and recommended selecting Fulton Mank after a qualifications‑based selection.
Danielson (City engineering staff) said the contract uses a cost‑plus fixed‑fee approach with a 10% overhead/profit rate; the engineering fee shown in the staff report is about $428,000. "We went with the cost plus fixed fee structure on this one," staff said, adding the rate falls within ranges used by NDDOT‑style contracts.
Council member Friedel moved approval; Berg seconded. The committee voted in favor and the motion carried unanimously.
