Marshall City Council approves engineering contract, development agreement and several ordinances

Marshall City — The Marshall City Council on an evening meeting approved several routine and project-specific measures, including a contract with Engineering Surveys and Services for design and construction inspection tied to a Transportation Alternatives Program (TAP) grant, a development agreement with Marshall Celine Development Corporation and an ordinance changing eligibility for the office of city attorney.

The actions were approved by roll call after brief presentations and limited discussion. The engineering contract covers design services and construction inspection for improvements at the Miami and College intersection under a TAP grant the city won last year. City staff told the council the contract had undergone MoDOT review and conformance checks before council consideration.

The contract with Engineering Surveys and Services was presented by staff as the next step to advance the TAP-funded project. The clerk read the resolution by title: “A resolution authorizing and directing the Mayor of the City of Marshall, Missouri to execute a contract between the City of Marshall and Engineering Surveys and Services.” Council moved and seconded the measure and the roll call showed affirmative votes for members present; the measure passed.

Another ordinance authorized the mayor to execute a contract between the city and Marshall Celine Development Corporation. Finance committee members reported they reviewed the proposed agreement and recommended approval after checking land ownership and related questions. That ordinance was read by title and approved by roll call.

The council also considered an ordinance amending article 5, chapter 115 of the city code regarding the office of city attorney. The proposed change would allow the person holding the municipal prosecuting attorney role to serve in another city capacity, a departure from the current prohibition. Elizabeth (City Attorney) told the council the change would not conflict with state law and that “a lot of cities do this already.” The council accepted the reading and approved the ordinance.

The meeting concluded several routine appropriations measures authorizing payment of city accounts; the clerk read the appropriation ordinance by title and the council approved the item by roll call.
