Council OKs temporary sidewalk and parking closures for asbestos remediation at 122 Hopstream

The Warrensburg City Council adopted a resolution authorizing temporary closure of public sidewalks, parallel parking spaces and portions of a public parking lot at and adjacent to 122 Hopstream to allow asbestos assessment, abatement and related staging work connected with a planned demolition.
City Manager Michael Scraig said the Johnson County Commission is renovating the courthouse and determined the structure at 122 Hopstream must be demolished. An asbestos assessment identified mastic in the brick façade and asbestos on roof materials; because the building sits at the property line and adjacent to the sidewalk, abatement will require scaffolding and pedestrian and parking closures.
Tracy Brantner, who spoke on behalf of the county’s consultant process during the meeting, said bids were opened and a contractor (B&R installation, as reported at the meeting) was selected and would begin work on the shaded exterior areas within roughly five to 10 days. Brantner and city staff said the contractor was expected to complete the initial exterior abatement work on the identified corner and front areas quickly and that the city had given the contractor no more than 30 days to complete the contracted phase; penalties were included for failure to meet the schedule.
Scraig said the resolution authorizes the city manager to coordinate blockages and staging with the county and contractor to minimize disruption and address temporary needs such as equipment staging and dumpsters in the south-end parking area. He told council the city will coordinate with the farmers market and other users; staff said restroom access and some parking spaces would be affected but the farmers market itself was not expected to be canceled.
Council approved the resolution by roll-call vote: Kushner: yes; Osborne: yes; Lothari: yes; Euler: yes.
Staff noted city public-safety officials would be consulted as the contractor stages work near public areas; the resolution grants authority to the city manager to set specific closures as needed during the remediation project.
