Fleet Superintendent Robert Orpheus and Public Works Commissioner Philip Cicek told the finance committee dealers often avoid the formal municipal bidding process for used vehicles and prefer quick private sales; the higher waiver threshold aims to make the city more competitive.
The council approved the waiver by voice vote. The resolution specifies that purchases must still follow procurement policies and due diligence procedures and that all such purchases will be reported to the city council. The waiver applies only for FY2025-26 and is capped by the amounts appropriated in that fiscal-year budget.
