Council adds two LOSIP paving projects totaling $1.272 million to capital plan

The West Haven City Council on June 9 authorized two LOSIP (Local Transportation Capital Improvement) paving allocations totaling up to $1,272,000 to be added to the capital improvement plan.
Acting Finance Chairman Christopher Vargo presented the requests from Finance Director Michael Gormeni and Public Works Commissioner Philip Cicek. The council approved up to $927,000 to be added to the FY2024-25 capital budget and an additional up to $345,000 for the FY2025-26 capital budget.
Commissioner Cicek told the committee staff are pricing candidate streets and that exact coverage will depend on final costs. "We're currently pricing a number of roads in the city. And then from there, we'll figure out how many we could do based on a dollar amount allocated," Cicek said. Council members asked for a paving list and estimates so they could answer constituent questions; Cicek agreed to share the estimates once the list is compiled.
Several council members noted the political sensitivity of distributing paving across districts and asked that the city balance severity of need with geographic equity. Councilwoman Dawn Callahan and others said they look forward to seeing the finalized list and emphasized the desire to publish the plan to reduce constituent inquiries.
The council approved the LOSIP additions by voice vote; no recorded tally was provided in the meeting minutes. The funds are to be used in accordance with LOSIP grant guidelines for city street paving.
