Tonganoxie USD 464 staff on Monday showed board members two programming concepts from DLR for West Campus bus parking and a multi-purpose facility that would include a practice field and an eight-lane track.
Staff described one concept focused on minimizing dirt work and using existing flat areas and a second concept that would provide greater long-term capacity, including space for 34 large buses and 13 small buses, block heaters, lighting and cameras, and a fenced gated bus compound. The board did not take an immediate procurement vote but set a timeline to return with refined renderings and budget numbers and to issue an RFP in July if the board decides to move forward.
Forrest, a district staff member, reviewed the DLR programming and said the designs reflect questions the district asked DLR about bus and car counts, circulation, and future needs. He said the larger-capacity option would allow growth in the fleet and could serve as event parking if a baseball/softball complex is added later. Forrest described features the team requested, including bus turning radii, block heaters for buses, security fencing and gates, and lighting.
Board members asked about staging, future expansion and accessibility. One board member noted a triangular area of unused land adjacent to the proposed parking and asked whether it could be developed in a later phase; staff replied it could be considered for future growth. Another board member asked whether accessible parking and closer drop-off for spectators should be included; staff said five to six accessible spaces and a small loop or drop-off could be incorporated in final designs.
Staff recommended delaying an RFP until DLR delivers final, more detailed renderings and budgetary numbers, and suggested issuing the RFP in July to allow time for a fall or spring construction window depending on bids and contractor availability. The board agreed the project is a district priority but emphasized the need to confirm funding sources before committing to construction.
No procurement contract was approved at the meeting; staff will return to the board with cleaned-up renderings and budget estimates and seek board approval to issue an RFP in July.
