MMSD handbook committee finalizes 22 consensus updates, recommends $55,000 in personnel investments

Madison — District staff told the Madison Metropolitan School District Board of Education on June 9 that a year-long handbook review produced 22 consensus items and a recommended $55,000 in investments to staff pay and differentials, with final language to be presented to the board for approval on June 23 and an effective date of July 1.
Jennifer Bridal, senior executive director of human resources, said the handbook committee received more than 80 recommendations and that the work produced a consent memo for board review. "We reached consensus on 22 items and, we will be finalizing that consent memo and then getting it to you," Bridal said. The memo will include a strike-through appendix showing language changes.
The handbook process this year emphasized broader subcommittee participation, the presenters said. Anne Clark told the board the district increased subcommittee engagement by forming groups organized around elementary, middle and high schools and other topic areas; those subcommittees prioritized items and brought proposals to a joint review committee. Clark said the committee prioritized items and reached consensus on two dozen changes after discussion.
District staff told the board the $55,000 estimate for the consensus items includes a night-differential increase and other personnel-related adjustments. Bridal said the full memo will come to the board at the regular meeting on June 23 and will include language changes and an appendix showing strike-through edits.
Board members asked about the committee process. Angela Tesmer, who participated on the committee, said the subcommittee groups drafted requests and then convened in a larger joint review. Board member Boster Feltham asked the presenters to describe the framework that supported the collaboration; Tesmer said the process combined smaller, school-level groups with a larger joint committee.
The board did not take action on the handbook update at the June 9 meeting; staff asked for time to deliver the full consent memo with redline language and strike-throughs before the June 23 vote.
