Council approves conversion of leased garage spaces to permit system at Store Street Garage

The Concord City Council authorized an amendment to the development agreement with Capital Commons LLC and creation of a master parking agreement to convert leased parking spaces in the Store Street Municipal Parking Garage to a permit system.
City staff said the conversion supports the 2017 strategic parking plan goal of returning leased garage spaces to public use. Under the agreement, Capital Commons’ current leased spaces would convert to 100 permit spaces: 90 permit A spaces (nonreserved, hanging‑permit format) and 10 permit B spaces (reserved). Staff said the change will slightly expand availability of metered, public spaces, simplify administration and eliminate some capital improvement surcharges previously paid by leaseholders.
Tim from parking operations explained the system change would make more metered spaces available and remove long‑term leases that limit public access. Councilors asked whether there are usually available metered spaces on busy days; staff replied there is typically substantial metered availability and that the proposal would add more metered spaces, including converting the second floor to metered spaces under the proposal.
The council approved the development agreement amendment and master parking agreement for Capital Commons.
