The New Richmond City Council approved city funding of a water and sewer main replacement on Riley Avenue near Nurton Middle School, awarding the city’s portion of the work to Total Excavating and Grading for $55,100 to be completed this summer alongside the school construction project.
City staff and the utility commission recommended coordinating the main replacement with the school’s contractor to avoid duplicative mobilization and traffic impacts. Council members were told the school district received and evaluated multiple bids; the district awarded the total project to the low overall bidder (Total Excavating and Grading). City staff solicited alternate bids for the water/sewer portion and recommended awarding that portion to Total Excavating for $55,100.
Staff explained the change was prompted by aging infrastructure in the Riley Avenue area and the opportunity to replace the main while contractor crews were already on site for the school project. The council discussed the pipe age; a speaker questioned whether the pipe was 75 years old, and staff clarified the high school dates (1959) and that the pipe is decades old but not precisely dated in the record.
The motion to approve payment for the alternate bid for the Riley Avenue water and sewer main replacement carried on recorded vote. The work will be performed this summer as part of the school district’s project and paid by the city for the utility portion rather than the district.
