The Concord City Council approved a lease agreement allowing Hampshire Aviation LLC to construct and operate a 10-unit T-hangar at Development Zone 4 of the Concord Municipal Airport.
City staff described Hampshire Aviation as a recently formed LLC that has secured commitments from aviators to occupy all 10 units. The proposed building is an 11,550-square-foot, 10-unit T-hangar with associated parking and utility improvements. The lease term is 20 years with up to three five-year renewal options for a maximum term of 40 years. Hampshire will pay rent and property taxes on the new hangar, and staff said the project has paid development permitting fees to date.
During planning-board review staff identified a location discrepancy between the recorded development zone and established access easements for property at 18 Chanel Drive. Staff reported they worked with the state and federal agencies involved and determined a 21.61-foot shift north for Development Zone 4 is acceptable and would not require amending the conservation management agreement; necessary documents will be executed to reflect the revised zone location and survey references.
Tim Thompson, assistant director of community development, told the council the lease framework uses the same model the city used for a previous hangar project with United Therapeutics and has been adapted for Hampshire Aviation.
Councilor Fennessy said she supported the concept but asked to review the final lease; she said, "I like to see the actual lease agreement before I approve it, but that might just be because I'm a lawyer." The council voted to authorize the city manager to enter the lease and complete necessary state and federal documentation.
