Homeschool parent asks trustees to preserve access to district activities under Wyoming law

Carissa Williams, who identified herself as a homeschooling parent in Sweetwater County, asked trustees to preserve homeschool students’ access to district athletics and extracurricular programs and cited Wyoming statute requiring districts to allow resident homeschool students to participate in Wyoming High School Activities Association–sanctioned activities.
Williams said the statute (cited in her remarks as Wyo. Stat. 21-4-506) requires districts to allow resident homeschool students to participate without being charged more than full‑time enrolled students, provided the students meet the same standards and rules. She noted homeschool families already pay an affiliate membership fee and catastrophic-insurance fee to participate, and she argued that participation helps students gain employable skills and community connections.
Why it matters: Homeschool participation affects athletics, music and theater rosters and community perception of access to extracurricular programming. Williams told the board the statewide homeschool population is relatively small — about 3,900 students in 2022–23 — and estimated local impact would be modest but meaningful for participating families.
Board members thanked Williams and said they value community participation; no policy change or board vote on the subject was recorded during the meeting.
