Concord council approves $150,000 for Beaver Meadow parking improvements, rejects fundraising amendment

The Concord City Council on a two-thirds vote approved a $150,000 appropriation for the Beaver Meadow parking-lot project, authorizing $107,000 in bonds and accepting a $43,000 donation to pay for snowmaking infrastructure.

The measure, brought as item 27 on the agenda, funds a revised design for the overflow parking near the golf course driving range and clubhouse. The project team said revised plans now call for 146 parking spaces, an altered drainage scheme that includes a detention/retention pond, and required state permitting due to the extent of land disturbance.

City staff told councilors the change in scope triggers an alteration of terrain (AOT) permit from the state because the disturbed area meets the permit threshold (the staff said 100,000 square feet in this case) and that the permit is valid for five years. "So that is what's triggering the requirement to get the AOT permit and construction of the detention retention pond," said Mister Walsh, deputy city manager for development.

The council heard that revised pricing from contractors increased the project cost compared with earlier estimates. Staff said the original estimate dated to February 2023 and that updated bids and the addition of required drainage work raised the contract sum; the revised price for the 146-space design was reported in the packet as $1,048,863.

Council discussion focused on construction scope and long-term costs. Councilor Horn asked whether the project as designed would be a lightweight commercial parking surface because staff had removed an inch of wearing course to reduce cost. Staff replied the top coat could be added later and estimated the extra inch would cost about $60,000–$70,000, and engineers said the base work now proposed should support use for multiple years before a topcoat is needed.

The council also debated whether some or all of the additional funding should come from fundraising rather than bonds. Councilor Warren moved an amendment to require raising the $107,000 by donations; that amendment failed on a roll call vote. Councilor Warren said, "I would like to have this money raised by donations." Opponents argued the parking lot is municipal infrastructure and that the golf fund can carry the debt; supporters of the amendment cited examples of community fundraising for park projects. After the amendment failed, the council approved the original appropriation by the required two-thirds majority.

The appropriation includes an optional $43,000 for running snowmaking water and electrical lines under the parking lot; staff said the nonprofit group Ski the Beav pledged to donate those funds if approved. Councilor Bridal in remarks supporting the appropriation described the donation as part of a long-term community investment and urged passage to avoid escalating costs from further delay.

Staff said the parking work is being delivered under the city's construction manager framework and that the project includes space to add more parking in the future if demand or funding allows. Public comment included opposition to constructing the lot before the planned clubhouse, with one resident urging the council to delay the project to avoid construction traffic damaging a newly paved lot.

The resolution passed; staff will proceed with permitting and contracting under the approved funding plan.
