The Mill Creek Township School District board on Monday adopted the district’s final 2025–26 general fund budget and set local tax rates, approving $123,763,642 in revenues and $124,882,323 in expenditures and a 2.9% increase in the local tax levy.
The budget resolution sets the real estate tax at 16.7412 mills and maintains other levies and fees identified in state law. The district said the budget includes a net addition of 15 positions, primarily in special education, and the majority of employees will receive a 3% salary increase next year. The board also noted higher operating costs: a roughly $1.8 million increase in health-care costs, approximately $900,000 more for transportation, and about $300,000 higher debt service.
The administration told the board the budget was adjusted after receiving a $215,000 increase in gambling revenue tied to homestead exemptions; the district said that change reduces the per-approved-homestead impact by about $16. The board packet and district website contain the final budget document and detailed line items.
During a roll-call vote the measure passed. The recorded vote listed seven yes votes and two no votes. The board approved the budget by the statutory process used to adopt annual school budgets.
Superintendent Dr. Kavanaugh and district staff summarized operational drivers behind the increase and highlighted staffing and program commitments preserved in the final budget. The board’s public remarks emphasized balancing fiscal stewardship with sustaining programs and services.
The budget is available for public inspection at the Mill Creek Education Center, 3740 West 26th Street, and on the district website, mtsd.org. The district said it will continue monitoring state and grant revenues and report any material changes to the board.
Looking ahead, the board named its next regular meeting for Monday, June 2025 at 7 p.m. at the Mill Creek Education Center, when the administration will proceed with implementation and routine budget monitoring.
