Elyria committee approves transfer of four city parcels to Elyria Community Improvement Corporation

The Elyria Finance Committee on Monday authorized an ordinance to transfer four city-owned parcels to the Elyria Community Improvement Corporation (CIC) to facilitate private redevelopment.
Mayor Brubaker described the parcels as: three small Lowell Street parcels formerly used for the weights and measures station (parcel IDs referenced in the committee record) that an adjoining business wants to purchase, and a parcel at the corner of Third and West (parcel 0626056000017) formerly the Palm Crest East nursing home where a former Elyria resident has expressed interest in buying the property and building a replica of the earlier house as a four- or five-unit apartment complex.
Mayor Brubaker said the prospective buyer "will not need any money from the city, but, we are working with him on the purchase of that property," and that the buyer "has the finances to do that" and will appear before the CIC on Thursday. Councilmembers asked questions about vacation of Waverly, alleys and parking; city staff said parking would be accessed from the alley behind the site and that staff will check whether parts of Waverly are vacated.
The committee moved and carried an ordinance authorizing the transfer, requested an emergency clause and approved the motion by voice vote.
The committee record lists the parcel numbers as 0626056000017 (corner of Third and West), 0624085102018, 0624085102019 and 0624085102020 (corner of Waverly and Lowell). The record notes staff will follow up on right-of-way and alley questions raised by council members.
