Elyria committee approves rezoning of nine parcels for Express Asphalt Solutions

The Elyria City Council Community Development Committee voted to authorize an ordinance rezoning nine parcels on Williams Street and Sumner Street to Light Industrial to accommodate operations connected to Express Asphalt Solutions.

The committee report records that the Planning Commission approved the rezoning on June 3, 2025, with no conditions. Council moved and carried the committee report by voice vote.

Rodney Hilton, who identified himself at 131 Williams Street and as the applicant, told the committee he is seeking rezoning of "9 parcels" (six from a residential category and three from heavy industrial to light industrial). He described the planned use as "for my equipment storage and trucks and stuff like that inside the fenced in area," and said trucks would exit via Sumner Street to Buckeye. When asked about asphalt or odor, Hilton said, "No. No. No. We don't we don't bring anything back to the yard."

Council members questioned traffic routing and previous technical errors in earlier filings; a committee member said the matter had been brought back for point-of-clarification. Councilmember Saworko asked whether traffic would use Williams to Buckeye or Sumner; Hilton replied traffic would use Sumner and Buckeye because Sumner is the exit for his gate.

The committee moved to authorize legislation to implement the rezoning; the motion was moved by Councilwoman Mitchell and seconded by Councilmember Callahan and carried by voice vote.

The committee report references Planning Commission approval and asked that legislation be drawn to rezone the referenced parcels to Light Industrial, with no conditions attached in the committee report.
