Rawlins council ratifies MOU with Sinclair Police for impound and shelter services

The Rawlins City Council voted unanimously on June 9 to ratify a memorandum of understanding with the Town of Sinclair Police Department to provide impound and shelter services and authorized Mayor Jacqueline Wells to sign the ratification.
A council motion to approve the MOU specified that the agreement covers impound and temporary shelter services at the city shelter identified in the memorandum. Council member Steve Sanger moved the approval and the mayor was authorized to sign the ratification document.
A staff member identified in the record as Anita told the council the MOU had already been approved by the Town of Sinclair and that the Rawlins action would put the agreement into force locally. “On this…MOU, it has already been approved by the town of Sinclair. And, essentially, it just it just needs the council signature of approval and signature to place it in force,” Anita said.
Anita further clarified the MOU is not unique to Sinclair: the animal shelter partners with several smaller municipalities and law-enforcement agencies to take in strays or to provide temporary shelter in incidents such as accidents. She said the agreement incorporates the fees set in the council’s fee resolution and communicates those fees to partner organizations.
The council voted on the ratification by online ballot; the motion passed with seven yeas. No public comments were recorded on the item during the hearing.
