Mickey said his work reduced consultant costs and produced a low bid for the overlay program that arrived about $300,000 under the engineer’s estimate, allowing the city to consider adding more streets to the contract. He described specific segments in the 2025 overlay and a proactive effort by public works to complete sewer and water improvements ahead of paving.
Mickey also described a partnership with SEFCO on Seventh Street Southwest, noting the private partner agreed to pay half the project cost, and said the design includes curb-and-gutter upgrades to avoid future utility conflicts. He described GIS upgrades performed by the city’s GIS coordinator to create clickable, recorded street and asset maps and noted an upcoming Forest Brook subdivision with about 87 homes.
On separate agenda items the council accepted bids and awarded contracts: Pridemore Construction LLC received the low bid for the Seventh Street Southwest concrete reconstruction project at $301,243.50; the bid included a 35‑calendar‑day completion target and staff said work could start as soon as the contracts are signed. Council also awarded the overlay project to RK Hall LLC for $1,935,221.70; staff said the project will take longer than the school‑start window but encouraged contractors to sequence streets near schools earlier in the work.
Both contracts were awarded by roll/voice votes recorded as carrying 7–0. Mickey also described smaller efforts including ADA ramp and sidewalk work, a planned bike-lane project designed by TxDOT, and a proposed speed-hump pilot outside the Boys and Girls Club — which staff said would be brought back for more analysis, including liability and signage considerations.
Council and staff discussed publicity and signage for paving projects, bid savings resulting from lower asphalt binder prices, and the use of change orders to add streets where bids came in under estimate.
