Claire Jelenas, economic development strategist for the city, said the ordinance (identified in the meeting as Ordinance 25‑129) adds the parcel to the existing ERA and noted that ERA designation does not guarantee abatements but enables the council to review future real and personal property abatement requests for projects on the site.
Jelenas pointed council members to a map in the ordinance appendix showing the yellow parcel to be added into the ERA outlined in green and recommended adoption. The council voted and the motion carried 6‑0.
By expanding the ERA, the city preserves its ability to consider future abatements for the parcel should a prospective client request incentives; staff said this step is a procedural element that allows council review of any future abatement applications for that property.
