Council adopts Osborne Trails PUD amendment allowing up to 104 townhomes; vote unanimous

The Westfield City Council unanimously adopted Ordinance 25‑28, amending the Osborne Trails Planned Unit Development to allow up to 104 townhome dwellings on roughly 25 acres northeast of 190 First Street and Horton Road.
Weston Rogers of the Community Development Department said the ordinance requires development to be in substantial compliance with the concept plan and to meet specified architectural, landscape and open‑space standards. The petitioner included additional character exhibits and architectural elevations intended to align the project’s look with nearby West Fork Whiskey.
The petitioner also proposed a voluntary commitment that 85% of the units be owner‑occupied and that the remaining 15% could be rentals under conditions in the commitment language. The advisory planning commission issued a unanimous favorable recommendation on June 2.
Council members cited the amount of staff and petitioner work to refine the project and praised the added commercial and recreational elements in front of the site. The roll call recorded unanimous support; the motion passed 6‑0.
The ordinance includes the concept plan, architectural exhibits and the developer’s voluntary occupancy commitment. Staff and the petitioner said they remain available to answer questions as engineering and final plan details are refined.
