The Utah Special Education Advisory Panel presented a second memo focused on parent empowerment, asking USBE to produce concise parent-facing resources and LEA toolkits that make existing supports easier to find and use. Michelle Beck, UCIP chair, said the panel repeatedly encountered uneven access to resources for parents and proposed a short ‘Tools for Parent Empowerment’ package.
Key asks: a one-page summary of procedural safeguards with direct links, a toolkit for LEAs on how to share those resources with parents, and outreach materials targeted at elementary-aged families. USAE (USBE) staff said they could build on existing materials (Utah Parent Center resources, PTA materials) rather than reinventing documents.
Committee action: The committee unanimously accepted the Parent Empowerment memo for consideration and moved to direct staff to work with the special education team to determine capacity to implement recommendations 1 and 2 (one-page summary and LEA distribution toolkit). Staff will return with a cost/time estimate and an implementation plan.
