Kittitas County signs off on Comprehensive Emergency Management Plan executive summary, meets state documentation standards

The board authorized publication and signature of the county’s Comprehensive Emergency Management Plan (CEMP) executive summary; county staff said the plan meets legal requirements and received an 88% score on introductory documentation from the state review.
Kittitas County commissioners authorized publication and signature of the Comprehensive Emergency Management Plan (CEMP) executive summary on May 20. David Garcia of the sheriff’s office presented the item and told the board the plan meets legal requirements under state review.
“We are in the green, meaning we meet all legal requirements. Our legal has reviewed the documents and we do meet all legal requirements,” Garcia said, noting the plan received an 88% score on introductory documentation in the state review. Garcia also discussed options raised in a state letter, including mutual-aid documentation; he said the county does not house all mutual-aid agreements in the CEMP and cited RCW 38.56.030 as the statutory framework for MOUs and reimbursements.
Garcia thanked staff who drafted the rewrite and indicated one mutual-aid agreement (an MOU related to fire services, ESF 4) is included in the plan. The board approved publication and signature of the executive summary as part of the consent agenda; the county did not add other MOUs to the CEMP during the meeting.
