Kittitas County approves consent agenda including service contracts and sets public hearing on 2025 budget amendment

Kittitas County commissioners approved a consent agenda on June 3 that included multiple administrative contracts and a request to set a public hearing on amendments to the county’s 2025 budget.

The consent agenda approved a professional services agreement with Tenelco Inc. to provide land-application services for septic at the Ryegrass facility; Doug Loram of Solid Waste presented that item. County staff also requested the board set a public hearing to consider amending the 2025 county budget; Zach Daven from the auditor’s office presented the request and said the proposed amendments were unchanged from a prior study session.

Other consent items included a memorandum of understanding with the Washington Traffic Safety Commission (presented for acknowledgement), a resolution authorizing an interlocal agreement that allows Centralia College to piggyback on the county’s contracted banking services (presented by Kylie Westhoff, Treasurer’s Office), and amendment number 3 to a professional services agreement with HopeSource related to a capital improvement project (presented by Chelsea L??vers, Public Health). The presenters said the HopeSource amendment updates invoicing language.

The board also approved a professional services agreement with Robin Reed to facilitate the county’s required five-year homelessness and affordable housing plan. Casey Knudson of Public Health said the contract will help facilitate the plan that the county’s homelessness and affordable housing task force — which the county said is required by state law — must produce every five years; the presenter referenced the state statute by saying this is required by RCW.

A motion to amend the agenda to remove one item (identified in meeting materials as IMF) was made and approved before the consent agenda vote. The consent agenda passed with multiple commissioners recording “aye” votes in the transcript; action on the listed contracts and the resolution to set a budget public hearing was approved as part of that consent vote.

The meeting record does not include dollar amounts for the contracts, nor specific dates for the public hearing; staff said the budget amendments were attached to meeting materials and were unchanged from an earlier study session. No separate public comment concerned these consent items at the meeting.
