Public Works to prepare RFP for Vantage sanitary-plant feasibility study; COG backed up to $50,000 from 0.09 fund

Public Works said it will prepare enabling documents to solicit a request for proposals for a feasibility study of the Water District No. 6 sanitary wastewater plant in Vantage, after the County Conference of Governments (COG) expressed support for up to $50,000 in 0.09 distressed-county sales-and-use-tax funds.
Staff explained Water District No. 6 operates the sanitary sewer plant and collection system in Vantage but does not operate a public water system; the private water system remains separate. A proposed resort-style hotel in the area prompted questions about current plant capacity and what upgrades would be necessary to serve new development.
Public Works said the feasibility study would examine plant capacity and identify required upgrades; it would not evaluate the collection system. "Vantage Water District or Water District number 6 doesn't have the technical expertise to run an RFP ... Public Works has that capability and that capacity, and so we're proposing ... Public Works would run an RFP for outside consulting services to get kind of a baseline feasibility study," the presenter said. COG supported up to $50,000 from the 0.09 fund for that work.
The board directed staff to prepare RFP documents and to return with the documents and cost details at a future meeting; no construction or plant-improvement funds were approved at the study session.
