County survey finds property-description overlap at Fire District 3 helipad; quiet-title may be needed

Kittitas County Public Works presented the results of a land survey requested for Fire District 3’s Easton helipad and adjacent fire station, reporting a historical overlap in legal descriptions that could necessitate a quiet-title action to clear ownership.
Public Works staff said the helipad and station sit on parcels whose legal descriptions overlap by roughly 4 to just over 8 feet; the overlap appears to date to parcel descriptions created circa 1914. "We have an overlap, and I wanted to point that out, with the property and and exhibit," staff said, adding the building permits from 1993 establish occupancy records but do not resolve competing description language.
Staff said the county has not yet recorded the survey and has not had substantive conversations with the railroad about its claim; railroad records referenced in the packet were incomplete. County staff noted quiet-title is a legal process that would involve county attorneys and the courts. Public Works estimated the survey cost at about $8,000 and said additional title work to resolve ownership could be "another 5" (interpreted during discussion as an additional approximate $5,000) but said a firm estimate was not available.
Commissioners asked staff to pursue contact with the railroad and to explore quiet-title options; staff said they would follow up with the fire district and county counsel. No formal legal action was taken at the study session; staff indicated they will report back with options and cost estimates.
