KITSAP COUNTY, Wash. — Kitsap Transit participated in an active-shooter exercise that involved multiple agencies including the U.S. Coast Guard and the King County Sheriff’s Office, and used helicopter and waterborne boarding tactics, staff reported at the June 3 board meeting.
Staff described a realistic drill in which tactical teams rappelled from a helicopter onto a moving vessel and conducted boarding operations while the vessel was underway at about 20 knots. The exercise included Coast Guard and local law-enforcement boats. Staff said the realism was high and that the teams were “pretty serious” in their approach.
A member of the marketing team serving as event photographer sustained a minor, non-life-threatening wound to the clavicle from a projectile used in the drill; staff said there appeared to be no permanent damage. Officials described the incident as the single casualty in the exercise and said the teams were able to subdue and neutralize role‑players portraying attackers.
The drill was presented as both a training and evaluation opportunity for Kitsap Transit staff and participating agencies, and staff indicated those agencies “enjoyed working with us.” No policy decisions resulted from the drill at this meeting, and staff said they would provide photos and a report to the board.
