The measures transferred $276,200 from the income tax fund — with up to $230,000 directed to a special land-and-building fund and up to $46,200 to a special road fund — and amended the village's annual appropriations to increase expenses in several funds.
Council also approved an ordinance increasing several expense lines: $11,000 for street maintenance fund expenses, $60,000 for operating fund salaries and benefits, $276,200 in income tax transfers, $230,000 to special land-and-building expenses, and $92,400 to the special road fund. To offset those increases, the council decreased the Bell Road East capital fund expenses by $1,127,071.62.
The legislation was presented as emergency measures and passed on roll-call votes during the meeting. Finance staff explained that the adjustments reflect projects budgeted for fiscal year 2025 that will not be completed and therefore must be carried or reallocated for upcoming needs in fiscal year 2026, noting the July 1 fiscal-year change.
Council members were reminded that many projects are timing-sensitive and that the appropriation changes will allow the village to proceed with planned work after the fiscal-year turnover. The ordinances were adopted with affirmative roll-call votes.
