Council authorizes ODNR NatureWorks restroom grant application for Arch Park; neighbors favor restroom in survey

Council unanimously adopted Resolution 2025-59, authorizing the safety-service director to prepare and submit an application to the Ohio Department of Natural Resources (ODNR) NatureWorks program to fund construction of a restroom at Arch Park.
Councilwoman Hager moved to suspend rules and advance the resolution to final reading; the motion passed on voice and roll-call votes. Hager described the resolution as straightforward and said the city had already submitted for the grant.
Separately, city staff reported outreach to the Arch neighborhood (Sandusky to Fountain, High Street to Arch) and distribution of roughly 384 survey mailings. Of the responses received (approaching 40 at the time of the meeting), staff said the leading priorities identified by respondents were: a restroom, a covered picnic area, traditional playground equipment, and an accessible fishing area off Arch Park. Staff asked residents who had not received or returned a survey to contact the city clerk to obtain one or to have one mailed.
Council took no additional legislative action at the meeting on the Arch Park design; the ODNR application authorization is intended to allow staff to pursue NatureWorks funding for a restroom if the grant application is successful.
