Councilmember Sebelts explained the bulk of the appropriation adjustments related to a probation department grant that must be spent down within weeks; she said probation had received about $195,000 and needed to move spending to the correct budget lines. Staff said the timing and differing fiscal-year schedules of some grants created recurring accounting complications, motivating the creation of a new 230 fund to track the CCA (probation) grant separately from the general fund.
The amendment to Resolution 2025-57 incorporated updated numbers from the related legislation. Specific changes read into the record included an increase to the police impound/towing appropriation by $30,000 (new total listed as $30,631) and an increase to the cemetery perpetual care appropriation by $113,146.55 (new total $113,146.55 as printed). Council also added two lines under a newly created 407 municipal facilities improvement fund, each with $2,000,000 in appropriations; staff said those entries correspond to a $2 million grant the city received last fall and are intended to segregate those project dollars from other capital or street funds.
Council discussed how creating fund 407 (and other new funds) will help separate grant and bond monies from routine municipal budgeting so project dollars are not confused with street or general infrastructure accounts. Dan and Tanner (staff) explained the new funds will allow clearer tracking of revenue and expenditure timing, especially where grant fiscal years differ from the city’s calendar year.
During the meeting the council suspended rules, amended Resolution 2025-57 to fold in the numbers from 60 and to add the two 407 appropriation lines, and then voted to adopt the amended resolution. A separate resolution (2025-61) establishing the 230 fund was also adopted by council during the legislative portion of the meeting.
Council did not adopt any ordinance to change programmatic policy at this meeting; the actions made were accounting and appropriation adjustments and the creation of fund lines to improve grant tracking.
