County managers report on senior fair, ADRC staffing and state records request that consumed staff time

County managers and department staff updated the County Board on several administrative matters including the senior fair, aging services staffing, an open-records request from a state legislative committee and a resolution recognizing a county employee.
Donna Richards, aging and disability services staff, said the May 21 senior fair drew more than 200 participants and over 40 vendors despite cold, rainy weather; proceeds from concessions supported the county nutrition program. Richards said vendors used balloons to mark tables needing volunteers, and that the event produced strong networking and local outreach.
Kelly (staff member) reported difficulty filling the aging ADRC supervisor position and said the division may need to contract for dementia-care services to meet contractual obligations while recruiting. Kelly said the county is holding a position after Rachel Stedman’s retirement until federal reconciliation outcomes are clearer; the county’s Capital Consortium agreed to that approach.
On a separate issue, staff described a substantial time burden responding to a records request from a newly formed state legislative committee. Kelly said fiscal staff reviewed grants and contracts back to 2019 and that compiling responsive materials required many hours. Nancy (corporation counsel) told the board that Adams County currently does not have an ordinance allowing the county to charge for open-records requests but that she has drafted one that is under review. Nancy said the committee’s request was made under the state statute that requires counties to make books and records available to the state legislature and that the committee said it was looking for evidence that state funds were misspent; because of concerns about asking the state directly, the committee requested records from counties.
The board approved a resolution to recognize Rachel Stedman for seven years of service and forwarded that resolution to the full county board. Supervisor Hickler made the motion and Supervisor Pease seconded; the motion carried.
Other items in the manager narratives included longer-term ADRC marketing and program plans, a report that the transportation committee will meet in June and that aging-plan goals for 2025–27 were reviewed at the advisory committee.
