City staff outlines Neighborhood Partners Fund rules, $80,000 competitive pool and grant timeline

LAS VEGAS — At its June 9, 2025 meeting, the Neighborhood Partners Fund Board heard an overview of the fund’s grant guidelines and application process from a Department of Neighborhood Services staffer.
Josque Kawazeta, senior community program technician with the Department of Neighborhood Services, told the board, “The Neighborhood Partners Fund is a matching grant program designed to increase community engagement through physical improvement projects, neighborhood education, recreational and cultural initiatives, and crime and public safety projects.”
The fund is a competitive program with a total FY25–26 budget of $80,000. Neighborhood-based associations, including homeowners associations and neighborhood associations, may apply for up to $5,000 annually. Applications opened Jan. 27, 2025, and closed April 24, 2025; department staff ran three applicant workshops in February (one in person and two virtual). Kawazeta said registered associations must provide a match that can include volunteer labor, in-kind donations and cash; at least 25% of the required match must be volunteer labor, which the department values this year at $33.49 per hour.
Kawazeta said the Neighborhood Partners Fund Board would hear applicant presentations at the June 9 meeting and make funding recommendations at its deliberations meeting on June 24, 2025. Those recommendations are scheduled to be forwarded for possible approval by the mayor and Las Vegas City Council at the July 16, 2025 council meeting. Awarded associations must sign an agreement with the city before starting work; projects must be completed between mid-August 2025 and March 31, 2026, if funded.
Kawazeta said outreach for the grant included a press release, Nextdoor and other social media posts, council office newsletters, and direct email to registered associations and prior-year applicants. He also reminded board members to disclose any conflicts of interest before deliberations.
The board recessed after the presentation and later convened to hear applicant presentations as scheduled.
