The Marshall County Council approved a salary-ordinance amendment and heard recommendations from the personnel committee to update several job descriptions and consider a flex-time policy for exempt employees.
Personnel committee chair reported the committee met April 11 and reviewed job descriptions for health-department administrator, highway maintenance technician, superior-court bailiff, circuit court director of Marshall County CASA, human resources, recorder second deputy and others. The committee recommended removing the office manager/administrative assistant classification in the health department and adding a clerk/registrar position; the net change was described as a $1,346.80 reduction in the 2025 salary line for that change. The committee also discussed adding a second public-health nurse per the health department's request (the council later voted support for that request, pending state approval).
The committee recommended adding flex time for exempt (salaried) non-elected employees, with limits on how long banked flex time may be used and no monetary reimbursement. "We just think that there needs to be a time limit. Maybe it's, you have 2 pay periods to use it. Maybe it's 6 months," the committee said while describing options to limit fiscal exposure.
Council members moved to approve salary ordinance 2025-4.04, with a motion by Jeff Patterson and a second by a fellow council member; the motion carried. Committee members said some job descriptions will be sent to the county's consultant for review and that updated descriptions for sheriff's communications supervisor and plan commission administrative assistant will be updated without changing pay categories. The personnel committee scheduled its next meeting for June 24 at 1 p.m.
