The committee also discussed revising an additional dust-control allocation from $75,000 to $100,000 and reducing an additional stone budget estimate from $2.35 to $1.50 (per unit estimate discussed during the meeting). Funding sources mentioned included NVH and Local Road and Street (LRS) funds.
The subcommittee reviewed balances and transfers in the bituminous, cold patch and related accounts and discussed a remaining oil-balance figure of approximately $38,005.59 in one line item and other fund balances. The group discussed whether $128,500 could be reallocated to cover additional paving projects after state Community Crossings (ROW) matching limits and cost overruns were identified.
Equipment discussion covered assessing repairs to an existing patcher unit and using it before buying a new one, and the potential productivity gains from rented or purchased patching equipment (the patcher units were said to provide 30%–50% greater productivity than traditional methods). The committee recommended proceeding with repairs to existing equipment before purchasing a new patcher and to await determination from county staff about reallocating funds for extra paving.
The subcommittee also noted an auction listing for an asphalt zipper machine with a reserve price; the auction had been live for seven days and had no sale as of the subcommittee report. The committee planned a short-term ROW program and to submit additional requests for dust control and stone funding based on revised community needs and estimates.
