Council approves $2.38 million contract for 2025 street resurfacing; Blount Construction lowest bidder

The Stonecrest City Council voted June 9 to award the city’s 2025 street‑resurfacing contract to Blount Construction Company Inc. for $2,375,854.10, the procurement manager said. The council approved a resolution authorizing the contract by a 4–0 vote.
The decision matters because street paving is a recurring capital program and council members pressed staff on how streets are ranked and selected for resurfacing. Staff said the contract is funded from the city’s capital outlays for transportation infrastructure and follows a consultant’s pavement‑condition index (PCI) scoring system.
Tanisha Boynton, the city’s procurement manager, told the council that the solicitation (CITB004‑25) attracted eight bids after more than 388 firms were notified and that Blount Construction was the lowest responsive bidder. “Out of 388 companies that were notified of the solicitation, we received 8 responses. The lowest bidder…was Blount Construction Company Inc.,” Boynton said.
Councilmembers asked for details on how streets are prioritized. Engineering staff explained that PCI scores are assigned to segments of streets (not entire roadways) and to subdivisions; the city uses segment and subdivision averages to prioritize work. The engineering representative said the PCI mix for the 2025 contract ranges from the twenties (very poor) to the fifties, and that pavement segments are updated on the city’s GIS paving map after pay applications are processed.
Staff said the contract covers roughly 53,700 linear feet of pavement work distributed across the city and that every council district is represented in the list of subdivisions included in the package. Councilmembers requested the full attachment listing each street segment; staff said they would provide it to council members after the meeting.
Councilmember Terry Fye asked whether additional lane miles could be added using remaining budget authority; staff replied that the council’s $3,000,000 paving allocation for FY25 is a budget cap and that about $700,000 remained under that cap after this award, allowing the administration to seek additional work or amendments without a budget amendment. The mayor emphasized that the city has spent about $20 million on paving over seven years using SPLOST funding and that most of the city’s pavement map now shows “green” (good) PCI colors, with remaining needs down to smaller segments.
The council adopted the related resolution authorizing execution of CITB004‑25 with Blount Construction in an amount not to exceed $2,375,854.10; councilmembers voted 4–0 to approve the contract.
