Council debates internal legal staffing but defeats transfer; adopts modest in-house cuts

Councilmembers debated legislative staffing and legal support on June 9. An amendment to transfer an existing Attorney III position from the Office of Law to the County Council was introduced by Councilmember Volke but was defeated 0–7; the administration and county budget staff opposed the transfer, saying it would disrupt the Office of Law’s operations.
Volke said the council needs enhanced legal support to perform its oversight role, while the administration and county attorney’s office asserted alternative approaches — including discussions between the council and the county attorney — would be preferable to taking a filled position. Budget officer Chris Trumbauer said the position targeted for transfer currently has critical duties in the Office of Law.
Separately, the council adopted an amendment reducing legislative-branch personal services by $164,700 after the council requested a turnover model from the budget office. Trumbauer said the legislative branch could take that cut without operational consequence; the council adopted the reduction unanimously.
