Council delays Jumpers Hole Road spending, adds funds in later years

The Anne Arundel County Council on June 9 adopted companion amendments that moved planned Highway Impact Fee funding for a Jumpers Hole Road improvement project out of FY26 and into FY27 and FY28.
Councilmember Volke said Department of Public Works (DPW) staff reviewed the project schedule and concluded the FY26 funding level in the proposed budget was premature. Amendment 44 reduced FY26 highway impact fee allocations for District 2 by $7,051,000; amendment 45 restored funding in later years by adding $530,000 in FY27 and $6,521,000 in FY28. Budget officer Chris Trumbauer confirmed the administration and DPW agreed the change aligns funding with the updated project timeline and expressed no objection.
Council discussion included frustration about long lead times for public-works projects. Councilmember Pickard said residents were experiencing dangerous conditions and urged DPW to accelerate delivery even as members moved funding to later years. The council adopted both amendments; amendment 44 passed 5–2 and amendment 45 passed unanimously 7–0.
