Commission approves Maxwell Place Phase 3 plat after resident raises runoff and slope concerns; staff says developers will install detention

Duana Helveston, a resident near the proposed Maxwell Place Phase 3 subdivision, addressed the Mobile County Commission with concerns that clearing and grading for the new phase could destabilize slopes behind her Royal Woods Drive property and increase runoff into neighborhood backyards.
The commission approved the proposed plat only for Maxwell Place Phase 3 as part of the agenda (item 56). County staff responding to Helveston said the development plan includes a common-area natural draw with detention facilities to intercept and control runoff before it reaches the neighborhood; the planned outfall, staff said, will cross under the nearby roadway.
Helveston, who gave her address as 9644 Royal Woods Drive, told the commission: “I was wondering if they're fixing to tear up all that the woods back there, and so it's gonna kill the ecosystem and the runoff is gonna be bad.” She asked whether fencing, additional landscaping or slope mitigation would be included.
Tim Wicker, a county staff member, replied that the southern portion of the development contains a natural draw where detention facilities will be installed “that will intercept any of the runoff before it gets to that development and control that,” and he said the outfall will cross under the adjacent road.
Commission staff invited Helveston to remain after the meeting to review maps and plans with Wicker and other staff so she could see the location of the detention facilities and planned drawings.
The commission recorded approval of the plat (agenda item 56) during the business portion of the meeting. No additional conditions or amendments to the plat were recorded on the meeting minutes; staff offered to provide Helveston with plan drawings and meet on site as requested.
