Board approves change of manager for Dali Taco contingent on TIP certification

The Springfield Board of License Commissioners on May 20 approved a change-of-manager petition for Xalapa Inc., d/b/a Dali Taco and Mexican Catering at 309 Berkshire Avenue, subject to the manager-elect, Pamela Blanco Gonzales, obtaining and filing an active TIP certification.

Attorney Neil Phillips appeared for the business and introduced Blanco Gonzales, who described long experience in the restaurant industry and said she currently helps operate the restaurant in evenings while running a daytime photography business. Blanco Gonzales told the commission she had prior TIP certification but that it had expired; she agreed to obtain certification as soon as possible.

Commissioners emphasized that the manager of record assumes responsibility for the establishment and that Blanco Gonzales must be reachable and able to appear before the board if incidents occur. The board placed a condition on the approval: the change of manager would take effect upon proof of an active TIP certificate filed with the licensing office.

The motion to approve the change of manager, contingent upon receipt of the TIP certification, passed with recorded yes votes from Commissioner Cade, Commissioner D'Angelantonio, Commissioner Ramirez and Commissioner Espinosa. The board asked Blanco Gonzales to call the licensing office once she completed the online certification so staff could update records without waiting for the next meeting.
