Board cancels liquor license for The Place to Be under Section 77 after repeated delays

The Springfield Board of License Commissioners voted on May 20 to cancel the liquor license for P2B Springfield LLC, d/b/a The Place to Be (1000 Hall of Fame Avenue), under the board’s Section 77 procedures after repeated continuances, unresolved violations and lack of sustained contact from the licensee.

Commissioners expressed frustration that the licensee had repeatedly missed deadlines and provided little substantive progress toward resolving outstanding violations. On the record, commissioners said the matter had been afforded extended leeway and continuances without satisfactory follow-up and that it was time to “close the door” on the existing license.

Commissioner comments cited multiple continuances over the prior year and inconsistent communication with licensing staff. A motion to cancel the license carried with recorded affirmative votes from Commissioner Cade, Commissioner D'Angelantonio, Commissioner Ramirez and Commissioner Espinosa. The board noted on the record that Section 77 cancellation carries an appeal path; the establishment may reapply or appeal the cancellation in accordance with statutory and local procedures.

The board directed staff to execute the cancellation under Section 77 and noted that the licensee could pursue reapplication or an appeal. Commissioners said the decision was intended to place the burden on the licensee to reapply with a clear path rather than permitting indefinite continuances while unresolved violations remain on file.

No immediate administrative incident reports were added to the record beyond the Section 77 action. The board closed the matter and adjourned the meeting at 6:32 p.m.
