Falls Church council hears $10 million smart‑city update focused on signals, adaptive lighting and data platform

Falls Church City Council members and representatives of the Virginia Tech Transportation Institute on Tuesday received a progress briefing on a state‑funded smart‑city demonstration project designed to test connected infrastructure and distributed sensing in real‑world conditions.
The project, funded by a $10,000,000 grant from the Virginia General Assembly and administered through VDOT, is already installing upgraded traffic signal controllers, seven “smart” intersections and the foundations for adaptive street lighting and a centralized data exchange platform, presenters said.
Why it matters: The program is intended to give Falls Church real‑time data on vehicle, pedestrian and bicycle flows, provide tools for signal timing and transit signal priority, and create open and internal dashboards that city staff and regional partners can use for planning, safety and environmental monitoring. Council and board members repeatedly raised privacy, staffing and long‑term maintenance questions that city staff said must be resolved before public release of more granular data.
Mike Molenhower, director of the Division of Technology Implementation at the Virginia Tech Transportation Institute, told the council that the institute is supporting signal modernization, “smart intersections,” adaptive lighting and a data exchange platform that will integrate multiple vendor feeds.
Molenhower and Reggie (Reg) Ray, VTTI technology implementation program manager, described the technical scope: adaptive luminaires with sensing packages (for dimming, outage detection and optional air‑quality or parking sensors), upgraded signal cabinets and centralized signal management software, and video‑ and radar‑based sensors at intersections for counts, near‑miss detection and mode classification. Ray said seven intersections have been upgraded in phase one and that phase two deliveries of cabinets were on site; he said signal timing improvements for Broad Street are expected to be implemented this fall.
City staff member Cindy (city staff lead for the program) said the project began in 2021 and that a ribbon cutting took place last August. She emphasized that no action was requested at the meeting and that the briefing was informational. She said the city and VTTI are working on governance and privacy safeguards before publishing public dashboards and that internal reporting for city staff is expected later in 2025.
Budget and schedule: Ray said roughly $9,700,000 is the grant total and that about $3.76 million has been committed or expended so far. He told the council that transportation modernization represented the largest single share (roughly $2 million), smart intersection work accounted for several hundred thousand dollars, and about $1.28 million covered staff salaries and indirect program oversight. He said about $6 million of grant funding remains available to spend through the program’s life and that the team anticipated continued deployment through 2026 with governance and public dashboards under review for later in 2025.
Council and board questions focused on three recurring themes: privacy and data governance, the environmental and energy benefits of adaptive lighting, and the program’s maintenance costs once grant funding ends. Mike Trauberman, vice chair of the city’s Environmental Sustainability Council, asked how sensors and signal optimization would reduce greenhouse gas emissions and energy use; Molenhower and city staff pointed to reduced congestion, transit signal priority for buses and the potential to add air‑quality sensors to adaptive lighting poles.
Privacy and public access: Council members and board members repeatedly pressed staff and VTTI on data governance. Cindy said the team is evaluating Virginia public records and privacy requirements and working with the city clerk’s office and legal counsel to set limits on access and retention. Ray said the current research‑framework work at Virginia Tech limits exposure of personally identifiable information and that early prototypes do not include faces or license‑plate data in public dashboards.
Operations and maintenance: Amanda Brain, the city’s new public works director, joined the briefing and noted the city is planning for long‑term maintenance needs, including cellular service contracts for new signal cabinets and spare parts for traffic control equipment. City staff said decisions about future operations and staff training will be made as deployments approach completion and that some recurring costs would need to be budgeted after the grant period.
What comes next: VTTI and city staff said they will continue field deployments across phases, finalize governance and privacy policies, complete staff training and prototype internal dashboards. Staff said they expect to bring internal reporting online later in 2025 and to proceed cautiously with public dashboards once privacy safeguards are in place.
The presentation included demonstrations of near‑miss mapping at signalized intersections and initial prototypes of a data exchange architecture intended to allow dashboards, public APIs and potential future digital‑twin or AI tools for planning. Cindy closed the briefing by inviting continued council and board input and by reiterating that the program is a multi‑year effort that the city and VTTI described as a “living laboratory” for future data‑driven decisions.
