The Indianola Board of Adjustment approved a special-use permit for an applicant, Devon Sapkoda, to operate a retail liquor store at 1709 North Jefferson Way in the city’s C-2 commercial district.
Bill (city staff) told the board liquor stores are a permitted special use in the C-2 district and that the application (dated 05/16/2025) had been noticed to property owners within 200 feet. He said the parcel is one of about 10 tenant spaces in a plaza, that the applicant proposed only interior tenant finish work and no exterior modifications, and that the site has adequate existing parking.
Staff recommended approval of the special-use permit and presented written findings in the staff report. Board members asked whether the applicant had obtained required licenses and whether liquor-license approval triggers city-council review; Jackie Rafferty was named as the staff member who handles liquor-license issues. Bill said the state issues the seller’s license and that liquor-license approvals would also come to city council.
A motion to approve the special-use permit passed on roll call. Voting in favor were Meelyn, Willett, Bash and Hoover, and the motion carried. No public correspondence for or against the application was reported by staff.
