Amended bill would create statewide educator workforce data system; committee sends to Ways and Means

Committee staff presented House Bill 34 03 with the -3 amendments on June 4, 2025. The amendment would require the Oregon Department of Education, the Teacher Standards and Practices Commission, the Higher Education Coordinating Commission, the Educator Advancement Council, and the Oregon Employment Department to establish and maintain a statewide educator workforce data system and sets reporting responsibilities for those agencies.
Committee staff said the amendment established the purposes and potential uses of the system and that a fiscal impact statement had been issued; staff reported no revenue impact. Vice Chair Pham moved to adopt the -3 amendments and then moved HB 3403 as amended to the floor with a due-pass recommendation and referral to the Joint Committee on Ways and Means.
Several members opposed the motion on fiscal grounds. One representative said: "I just do not think this is the time to be adding additional requirements and data collection efforts ... the fiscal on this causes me some real concern. So I'll not be supporting this today." Another member, a vocal supporter of schools and teachers, said her no vote reflected concerns about the amount of money being spent and her belief that existing tools could achieve similar results.
The committee adopted the amendment and voted to send the bill to the floor with a due-pass recommendation and referral to Ways and Means. The roll call reflected both yes and no votes: Representative Bossard Davis (No), Representative Elmer (No), Representative Kraft (Yes), Representative Valderrama (Yes), Vice Chair Drazen (No), Vice Chair Pham (Aye), Chair Bowman (Aye). The motion carried and the bill will be considered by Ways and Means for budget considerations.
