Senate committee advances bill to require agencies to invite sponsors to advisory rulemaking

The same invitation requirement would apply to small‑business rules advisory committees when an agency uses those committees for implementing legislation. The invitation requirement would apply to committees appointed or rule‑review requests made on or after Jan. 1, 2026; counsel described the fiscal effect as minimal with no revenue impact.
Supporters argued the change strengthens legislative involvement in rulemaking to help ensure agency rules match legislative intent. Senator (name in transcript listed as "Judge Jeff Fields" or similar) expressed support while noting the measure does not go as far as legislative ratification or veto of rules. Vice Chair Bonham said the change could help bridge gaps between legislative intent and administrative rulemaking but cautioned that sponsors should understand the commitment participation may require.
The roll call showed several members voting aye; Senator Golden was excused. Chair Jama announced the motion carried and asked Senator Hatcher to carry the message to the floor.
