Operations committee hears construction update on 2019 and 2023 bond projects

Operations staff presented a construction update to the Beaufort County School District Operations Committee on June 6, 2022, covering remaining 2019 bond closeouts and the status and finances of projects from the 2023 referendum. The update said 17 projects from the 2019 bond referendum remain in closeout, with five projects closed in the past month. "The paid and committed funds are $373,760,000," the staff presentation reported, and it listed the remaining available funds, including contingency, at $1,940,000. Staff said May contingency activity included roughly $381,000 in returned savings and about $1,900,000 in contingency commitments.
The presentation then reviewed 2023 referendum projects. Staff reported that the district and project teams had secured a written conditional approval from the Town of Bluffton to move the May River Elementary project back on schedule, but work on site must wait for an encroachment/POA agreement. The May River High School CTE and JROTC additions were "dried in," with masonry about 90 percent complete and progress continuing. A new early learning center has SDCs scheduled to be received at the end of the month; an annexation public reading date was not yet set, the presenter said. The Bay River High School cafeteria expansion has spray-foam insulation and glazing complete; crews plan to remove interior wall separations and begin flooring, and HVAC units were scheduled to arrive this month. Staff said RFP/RFQ documents for the Bluffton CTE addition and the Riverview gym addition and renovation were scheduled to be presented to the board for contractor selection.
On referendum finances, staff reported contingency activity in May returned $22,000 related to a small HVAC upgrade at Port Royal Elementary. The update listed product-level contingency original amounts of $70,060,000 and said project-level contingencies currently total $13,650,000 with a remaining contingency balance of $11,740,000 for the larger program; the presentation also listed $255,100,000 as remaining available funds (including contingency) for the 2023 referendum program.
Committee members praised the operations team's pace and fiscal management. Because the meeting lacked a quorum, no committee vote or recommendation was taken during the presentation; staff said procurements and selections would be brought to a future board meeting for formal action as required.
Looking ahead, staff said they expect to schedule preconstruction meetings and erosion-control reviews once the final encroachment/POA approvals are in hand and that a groundbreaking for May River Elementary would be coordinated with contractors once clearing is complete.
