House approves bill requiring insurers to notify state when stopping or resuming writing in local markets

The House on Tuesday approved Senate Bill 137, a measure that directs authorized property and casualty insurers to notify the Louisiana Department of Insurance if they adopt as a business practice to begin writing, cease writing or resume writing coverage in a particular parish, ZIP code or region.
On the floor, the bill’s House speaker said the measure would give the Department of Insurance timely notice of changes in the market and allow the department to track regional capacity and respond if insurers retreat from an area. He said the information submitted to the department would be exempt from public records to protect company‑level competitive data.
Representative LeBron Hilferty asked if the bill required the department to maintain a public dashboard; the sponsor replied that the bill does not require a public‑facing database and that public disclosure could raise antitrust and competitive concerns. The sponsor said the reporting requirement would allow the department to identify trends and respond to market changes.
The House adopted the bill by voice and recorded vote; the clerk announced 98 ayes, 0 nays.
