Committee advances constitutional amendment to use trust fund earnings to cut teacher retirement debt and enable pay raises

A constitutional amendment carried by sponsors in committee would authorize liquidation of part of the Louisiana Education Quality Trust Fund to pay down the Teachers' Retirement System of Louisiana (TRSL) unfunded accrued liability (UAL). Committee members adopted amendments and reported House Bill 473 favorably as amended.
Sponsor remarks described the proposal as a targeted one‑time payment to reduce the retirement system’s UAL. "We did have a mechanism, to liquidate a trust fund called the Louisiana Education Quality Trust Fund that's in the constitution, liquidate that and pay off part of the teachers' retirement fund, UAL," the bill sponsor told the committee. The sponsor said the payment under consideration would be $2,000,000,000 to apply toward that liability.
Committee discussion addressed companion statutory language specifying how savings would be distributed. Representative Carlson presented the statutory companion bill and said it would direct savings from paying down the UAL primarily toward teacher pay raises. Carlson summarized statutory companion amendments and said the statutory language would make local systems "shall give the pay raise," language intended to ensure local boards implement the increase.
Public and stakeholder testimony included Sadie Becknell, government affairs director and general counsel for the Louisiana Policy Institute for Children, who said she was grateful for the committee’s efforts and emphasized the importance of early childhood funding. Committee members and sponsors also discussed technical amendments to preserve subfunds and to commit on the record that early childhood programs would be made whole for interest revenues previously received from the constitutional trust fund.
Committee members noted the measures are linked: the constitutional amendment would authorize the payment, while statutory companions would specify distribution of savings and protections for programs that formerly received trust fund interest. Amendments clarifying effective dates and statutory mechanics were adopted in committee and the package was reported favorably as amended.
