The Pueblo West board received an update May 20 on recently purchased parcels at 63 and 79 East Spalding and preliminary plans for a smaller, more cost‑effective approach to an administration building rather than a new 15,000‑square‑foot purpose-built facility.
District Manager Christian J. Hein said the district completed purchases of 63 East Spalding (building) and 79 East Spalding (adjacent lot). Hein reported the purchase prices as $710,000 for 63 East Spalding and $65,000 for 79 East Spalding, a combined $775,000. Staff described a preferred concept that would use the existing 63 East building as an annex for internal operations and 79 East Spalding as a public-facing building with a boardroom; estimates for constructing a new build on 79 are approximately $300 per square foot, making a 5,000‑square‑foot build roughly $1.5 million and a 7,000‑square‑foot build about $2.1 million.
Why it matters: the district pivoted to purchasing existing property after staff and the board identified that new construction of a 10,000–15,000‑square‑foot facility would strain the general fund and could delay other capital projects, such as the aquatic center. Hein said the district will pursue use or reallocation of an earlier $200,000 Department of Local Affairs (DOLA) design grant and will meet with DOLA to determine whether that design funding can be applied to the Spalding site or whether a new application is necessary.
Parking and access were discussed. Staff said a nearby parking parcel built by River of Grace serves as common parking and may contain surplus spaces the district could use, but planning staff will confirm whether additional parking will be required for public assembly at a boardroom depending on final building size and use. Staff also noted the district may need to update or formalize maintenance arrangements for that parking area if district use increases.
Hein said the next steps include finalizing the RFP scope for design, meeting with DOLA on grant applicability, and preparing a project scope and budget for board consideration in June. No construction award or final design decision was made at the meeting.
